The World Quality Day (Message from WAQ 2009)
WAQDear colleagues,
On 12 November 2009 the International Quality Community will celebrate World Quality Day.
As per World Alliance for Quality (WAQ) information it is expected that more then 70 countries are planning to conduct annual quality events. Congresses, conferences, seminars will take place on 5 continents and will attract attention of millions quality managers, auditors, scientists, entrepreneurs and other categories of quality professionals who work for improvement of quality in the broadest sense and as such is a part of International Quality Community.
Achievement of high quality of everything a man is creating is a philosophy of life. Applying quality instruments to science, technology, culture and education all and everyone of us directly or indirectly seeks to create a way of life based on a joy of achieving excellence, the educational value of a positive example of better-then-previous quality and respect to fundamental ethical principles High quality of products and services, high quality of life is a human right. Every individual must have a freedom and opportunity to use high quality products without discrimination of any kind and execution of this right is one of the most important areas of World Alliance for Quality (WAQ) scope of activities. WAQ is an alliance of European Organization for Quality (EOQ), American Society for Quality (ASQ), Asian Network on Quality (ANQ), Asia Pacific Quality Organization (APQO), the International Academy for Quality (IAQ) and the Union of Japanese Scientists and Engineers (JUSE). Our goal is to place quality at the service of harmonious development of every individual with a view of improvement of quality of life on the planet in general.
For several years already WAQ works on development of international projects in the most challenging areas of quality, those projects are focused on realization of global quality problems and on particular matters where the world quality community can help its members by joining its forces. Among WAQ projects currently in progress are:
- Best Practices of National Quality Organizations
- Development of Quality in Education for children
- World Information on quality
- Development of a community of transformation and others.
WAQ projects are developed on voluntary basis by international teams of experts and they are opened for participation for everyone who voluntarily wants to invest knowledge and experience to the benefit of international quality community and improving of quality of life. At present we are looking forward to develop new projects such as “Quality of kindergartens” and “Quality of hospices” and we are looking for volunteers to take part at development of these and other projects.
We are committed to progress together, joint brainstorming and efforts of quality professionals worldwide will definitely bring positive results in finding solutions for the most challenging quality problems and also will enable all of us to grow into more organized and better managed quality movement.

The 4th B&H Quality Conference
The 3rd B&H Quality Conference On the occasion of the European week of quality, which this year is marked in the period 9th to 15th November, the B&H Quality Association is organizing the 4th B&H Quality Conference. The 4th B&H Quality Conference, as well as review the achievements in the field of quality in our country, is going to be held on 12th November 2009, in hotel "Europe" in Sarajevo. Theme of the Conference "National Quality Award of Bosnia and Herzegovina“ aims to harmonize the views of all interested entities on what model of state award is required for Bosnia and Herzegovina, which are the criteria and rules for the awards and prizes. By the establishment of the State awards for quality, while respecting and applying all the internationally accepted standards of conduct and operations, Bosnia and Herzegovina confirmed that its commitment to European integration is an expression of serious strategic efforts to this aim to be reached in due time. We expect that this conference will contribute significantly to achieving this goal, since about 100 representatives of all the competent structures at the state level, and economic and other organizations and institutions in B&H will be found in one place and will discuss about, who understood as a challenge and a call for action the messages from marking this year's the European quality week: "Quality makes the difference".

QUALITY HAS NO BORDERS (On the occasion of the World Quality Day)

The second week in November, this year it is 10th-16th November, is celebrated as the European Quality Week, and the Thursday (13th) of that week  is celebrated as the World Quality Day. In USA and Japan this day has grown into a Month of Quality. This year, the World Quality Day is celebrate for the twentieth time since its establishment, but, for the first time in world quality history it is held under the auspices of a a new International Organization called the World Alliance for Quality (WAQ), under the motto: Quality has no borders.

The European Organization for Quality (EOQ) saw an opportunity to bring together the world's quality organizations in a spirit of hope and cooperation. EOQ envisioned and launched a young organization called World Alliance for Quality (WAQ) to improve relationships in order to intensify the global commitment to quality principles and their application in all segments of society. On September 13, 2002, the EOQ invited the American Society for Quality (ASQ), Japanese Union of Scientists and Engineers and International Academy for Quality (IAQ) to join them. Later, the Asian Network on Quality (ANQ) and the Asia Pacific Quality Organization (APQO) joined the effort.

On September 15th, 2005 WAQ had it's first meeting in Tokyo at the occasion of ICQ 2005. The conclusions were that we have to work together in three directions:

  1. Quality Security and environment:
    1. How to speak with one voice at the world level
    2. How to adapt Quality to globalization
    3. How to answer the needs of today's CEOs
  2. Transformation (new field of action of Quality and change Management)
  3. Gather world experienced leaders to explore direction in which to go to increase the likelihood that quality will reach its full potential in society.

During the first Global Summit for Quality who took place in Antwerp, Belgium in May 2006, the Evolution of Quality and Quality Organizations was a key issue. Delegates from the all parts of the world, were trying to find the answers of the the following questions: What is the future of Quality? What is the future of Management? What are the future needs of our clients? What are the main challenges of our economies and our societies? Does quality pay? If yes, prove it. "It is time to take actions. We wish to find ways to transform the Quality Movement to allow it to play a more important role in the development of business and society, nationally and internationally", was one of the messages of the Summit.

World Alliance for Quality decided to focus its activity on the following main issues for the world community:

  1. Maintain and improve the Quality of products and services.
    Maintain and improve the Quality of products and services is an everlasting battle. The Quality community has to develop and update practices and methods to fit the changes in the technologies and in the society.
  2. Help under recognised countries and organizations to develop their richness and find their place in the world community
    Many countries and organizations are in a vicious cycle where the lack of basic skill and practices in Quality prevents them to propose valuable products and services to the market. The consequence being that they cannot develop their economy and the country stays in an under develop status. The Quality Community can mobilize its experiences and expertise to help those countries and organizations to improve globally their level of Quality.
  3. Improve the quality of life of world citizens
    There is a big aspiration worldwide to improve the quality of life of world citizens. It start by solving big problems which can impact our existing quality of life like environment and climate but it also addresses more profound willingness of world citizens to be better recognised as human beings.

The World Alliance for Quality was set up several years ago, but its actual effectiveness started from the historical Global Quality Sumit held in Huston, USA in May 2008. The Summit took bold new directions following the Alliance's first summit-style gathering, which took only a few hours two years ago. The delegates began with visioning exercises and a café-style dialogue on the future of quality. The event also put a premium on building one-to-one and group dynamic relationships. Contemplating new and old business, summit participants reviewed the Alliance's existing work projects, deleting some and adding new projects and leadership.

At the end of the Summit more than 40 president and CEO of National Quality Organizations met together and entrusted WAQ to develop international projects in the most challenging areas of quality. As such WAQ will conduct its activities primarily by executing projects with the help of international teams of experts and will be focused on either global quality problems or on particular matters where the world quality community can halp its members by joining its forces. "We will focus on work that needs to be done and on mobilizing our organizations to do that work. We will focus on organizations that have needs and the organizations that have answers to those needs. We will focus not only on improving organizations, but on using quality to make the world a better place". Those were the key messages of the Sammit, with clear commitment that WAQ will become useful tool for all of us to respond on these and other important issues of international quality which at present really has no borders, as is the motto for 2008 Word Quality Day. 

The World Quality Day in more than 70 countries is used as a unique opportunity for emphasizing quality through the popular promotions and suitable meetings with the Government and citizens for discussion on the current status and future of quality.

The 3rd B&H Quality Conference
The 3rd B&H Quality Conference On the occasion of the European Quality Week and the World Quality Day, Association for Quality in Bosnia and Herzegovina and Foreign Trade Chamber of Bosnia and Herzegovina organized the Third B&H Quality Conference, on November 7-8 2008, at Jahorina. More than 130 participants took part at this Conference.

Message from our president Yury Gousakov

Dear EOQ Colleagues,

Dear Friends,

Finalizing the year first of all I want to thank all of you for your input in EOQ in 2007.

This year was really a milestone for our organization, we made decisions which are crucial for further developments in EOQ. In May EOQ General Assembly unanimously accepted our new Vision and Mission, in December we approved EOQ longterm objectives.  We also decided on how to to modify EOQ organizational structure.

All above means that our organization has clear targets and knows how to reach them and a good proof for this is our decision to set up EOQ operational office in Vienna, Austria  which will definitely be of great support to next Executive Board and the President.

This year the retirement of some of our colleagues was announce. I use this opportunity one more time to thank Mr. S. Olivas, Mr. J. Hnatek and of course our Secretary General Mr. Jouslin 
de Noray for their long time and extremely fruitful participation in EOQ activities and for the role they played and still will be playing in our organization.

We welcome new national organizations of Bosnia Herzegovina and Georgia as EOQ efrective members.

We welcome new EOQ President Mr. Seitschek who will start acting in this capacity from June 2008, we welcome new Executive Board Members, Mrs Schröder and Mrs Villanueva, we welcome all organizations who have joined EOQ in the year 2007.

I am sure 2008 will be another successful year for EOQ.

Bosnia & Herzegovina Quality Association Activities

I take the opportunity to inform you about Bosnia & Herzegovina Quality Association activities and present state in the field of quality in Bosnia and Herzegovina.

  • Constitutional Assembly of Bosnia & Herzegovina Quality Association took place on the 13th of November 2003, and the Association was finally established on the 29th of April 2004;
  • A round-table was organised on the 9th of November 2004 in Mostar with the main theme: "Bosnia and Herzegovina on the way to quality";
  • We participated to the 4th International Conference of the Central and Eastern European Countries with the main theme "National Quality Programmes and National Quality Awards - The Key of Success" (28-30 November,2004) in Bled, Slovenia;
  • The 1st Day of Quality and Innovation was held in December 15, 2004 in Bihac;
  • EOQ Associate Member on the 24th of April 2005, in Antalya;
  • AQBH Website www.aqbih.ba has been activated in May, 2005;   
  • We participated to the International Quality Convention ICQ-2005 with the main theme "With Quality to the European and to the World Integration" (30 May-02 June, 2005) in Belgrade;
  • The 2nd General Assembly of AQBH took place on the 9th of June 2005 in Sarajevo;
  • We participated to the 5th International Conference of the Central and Eastern European Countries with the main theme "National Quality Programmes and National Quality Awards - Tools of the Movements towards Quality and Excellence" (20-23 September, 2005) in Kiev;
  • The 4th Scientific/Expert Conference "QUALITY 2005" was held 9-12 November 2005 in Fojnica;
  • Participation to the 105th EOQ General Assembly, December 10, 2005 in Vienna;
  • The 2nd Day of Quality and Innovation was held on the 21 of November, 2005 in Bihac;
  • Participation to the 107th EOQ General Assembly and World Summit, May 26, 2006 in Antwerp;
  • Participation to the 109th EOQ General Assembly, May 20, 2006 in Prague;
  • The 3rd General Assembly of QAB&H took place on the 10th June 2006 in Tuzla;
  • Participation to the 51st EOQ Congress, May 22-23, 2006 in Prague;
  • The First B&H Quality Conference was held between 16-18 November, 2006 in Neum with the main theme: "With Quality toward European Integration";
  • The 3rd Day of Quality and Innovation, become traditional and was held on the 20th  of November, 2006 in Bihac;
  • The 5th Scientific/Expert Conference "QUALITY 2007" was held 6-9 June 2007 in Neum;
  • 4th B&HQA General Assembly and 2nd B&H Quality Conference was held in Tešanj on November 15-17, 2007. The main theme of the Conference was: "Toward the B&H Excellence Model". In the same time, the key issue of the 4th B&HQA General Assembly was establishment of the Business Leader Club in the frame of B&H Quality Association.   
  • A number of companies has accepted the challenges and strive for continual improvement in their work. Up to today, more than 450 of companies have ISO 9001:2000  certificates, at least 30 ISO 14001, and about 10 ISO/TS 16949:2002 certificates.  

We deeply believe that this process will continue and European knowledge will be successfully implemented in Bosnia-Herzegovina's companies and institutions. Our Quality Association, as a Effective EOQ Member, will be the main supporter of all these activities.

110th EOQ General Assembly

Ladies and Gentlmen,
Dear friends,

On behalf of my colleagues and myself, I'd like to thank you all for the support you have given us to become the Effective EOQ member. This event is very important for the Quality Movement in Bosnia and Herzegovina. To be an Effective EOQ membership is a great recognition for us and, at the same time, a great stimulus for successful accomplishment of our mission, our goals and our plans. 

As you know, the situation in Bosnia and Herzegovina is considerably complex in comparison with the most of other countries.  Unfortunately, in the near past there have been too many attempts to look for the differences among us, and not enough support to the efforts on finding the issues that connect us. Bosnia & Herzegovina Quality Association endeavours to fulfil this space in the spirit of the motto: "No frontiers for quality". It is very important to emphasise that we were the very first non-government organization established in Bosnia and Herzegovina as a whole.

After establishment we have organized a number of important events and manifestations. The last one, the 2nd B&H Quality Conference, was held two weeks ago in Tesanj, a small beautiful Bosnian town, with the main theme: "Toward the B&H Excellence Model".  Our guests were Mr. Marijan Juric and Mr. Zoran Lekic, who have presented the Actual situation in EOQ, Ctoatia and Slovenia respectively.

At the same time, the key issue of the 4th B&H QA General Assembly was establishment of the Business Leader Club in the frame of the B&H Quality Association.  

It is a fact that a number of companies has accepted the challenges and strive for continual improvement in their work. We deeply believe that this process will continue and European knowledge and experience will be successfully implemented in Bosnia-Herzegovina's companies and institutions. Our Quality Association, as an EOQ Effective Member, will be the main supporter of all these activities. 

In the end, on behalf of the B&H Quality Association, I take the opportunity, to deliver a Special Acknowledgement to Mr. Jouslin de Noray for support and personal help in the process of building our Association.

At the same time, I would like to hand the B&H Quality Association Membership Cards to Mr. Jouslin de Noray, Mr. Marijan Juric and Mr. Zoran Lekic.

Round Table
The Round table "THE ROLE AND IMPORTANCE OF METROLOGY IN EUROPEAN INTEGRATION PROCESSES FOR BOSNIA AND HERZEGOVINA" organized at the Metallurgical Institute "Kemal Kapetanović" Zenica was attended by more than 50 experts from industrial laboratories, institutes, universities and governmental institutions from Bosnia and Herzegovina. This event emphasized the importance of metrology and the need for urgent investments in order to improve national laboratories. Without developed national metrology system, Bosnia and Herzegovina will not be able to enter European integration processes.
